Fiscal and Economic Impact Analysis of the Perimeter Community Improvement Districts (PCIDs) Atlanta, Georgia

The Balmoral Group developed estimates of taxes and fees generated by the PCID vs expenditures by state and local governments for transportation infrastructure. The Balmoral Group used U.S. Census population, employment data and commercial real estate data to estimate the fiscal and economic impact of three major infrastructure projects dating from 2008 to 2014. The information gathered for the final report assessed tax revenues generated for the PCIDs as well as the State of Georgia, plus employment rates and 10-year economic projections.
